Anh Joseph Cao is a New Orleans lawyer and Republican U.S. Representative-elect from Louisiana’s Second Congressional District. On Saturday, 2008 December 6, Cao upset scandal-plagued nine-term Democratic U.S. Representative William Jefferson with 50 percent of the vote to Jefferson’s 47 percent. Cao will be the first Vietnamese-American to serve in Congress and won as a Republican in a district that votes usually votes 75 percent to 80 percent Democratic.
On December 6, the Times-Picayune reiterated its endorsement of Cao, this time pointing to President-Elect Barack Obama’s efforts on behalf of Democrat Paul Carmouche in the simultaneous election in Louisiana’s 4th congressional district and Obama’s non-involvement in efforts to support Jefferson.
On December 6 at 10:20 PM CST, CNN projected Cao the winner. Final unofficial results on the Louisiana Secretary of State’s web site showed Cao with 33,122 (49.55%), Jefferson 31,296 (46.82%), Kahn 548 (0.82%), and Rahim 1,880 (2.81%). Jefferson won by 23,197 to 20,246 in Orleans Parish, where 21 of the 392 precincts showed zero votes for Cao, but Cao more than made up the difference with a margin 12,696 to the incumbent’s 8,099 in Jefferson Parish.
In the last days of the campaign Democrats Helena Moreno, who was defeated by Jefferson in the Democratic primary, and former District Attorney Harry Connick, the father of singer Harry Connick, Jr., endorsed Cao and recorded telephone messages to be played to voters.
While it appears that Cao’s election is secure, provisional ballots have yet to be counted. Therefore, a slim chance exists that Jefferson could win.
As a community leader, Joseph Cao is making a difference in New Orleans by promoting recovery and helping to rebuild schools, medical clinics, and retirement communities. Over the years, he spent time as a seminarian helping and inspiring those less fortunate to overcome adversity. A former professor at Loyola University and member of the National Advisory Council to the US Conference of Catholic Bishops, he understands the importance of education, values, faith and family. With a law degree from Loyola New Orleans, a masters from Fordham, and an undergraduate from Baylor, Joseph has the credentials, discipline, and spirit needed to dependably represent Louisiana. With the drive needed to fight against the odds, he has dedicated his life to preserving the dignity of all people and serving the greater good.
