No, Google Earth doesn’t provide real-time imagery. Google Earth is an application developed by Google Inc. which provides pictures of Earth, sometimes older than 2 years. So, you cannot use Google Earth to view how the car flow is in the front of your house.
This is because the satelites which provides the images cannot see the entire earth in a single circle around the earth. Even this were possible, the images from satellites are not going directly to Google, the images are going to commercial partners of Google first.
The most updated application to view the Earth in real-time is Daily Planet, an application from NASA, which provides images with a resolution of 500 metres/pixel.
